The Law

Mississippi Code of 1972, Annotated, Section 7-7-3(5) Establishes the MMRS Revolving Fund for the development and maintenance of an Executive Information System to include:

  • the State centralized automated accounting system (SAAS),
  • the State centralized automated human resource/payroll system (SPAHRS), and
  • the automation of performance programmatic data and other data as needed by the legislative and executive branches to monitor the receipt and expenditure of funds in accordance with desired objectives (MERLIN).
